Character sum
Builds on Dirichlet character
Definition
Let be an integer, and let be a Dirichlet character modulo . Let be an integer and . The character sum of over the interval is More generally, a character sum is a sum over a finite set of integers, where is a polynomial with integer coefficients.
Remarks
Example: let be the Legendre symbol modulo , so , and . Then and . Non-example: the sum of the Möbius function is not a character sum, since is not a Dirichlet character: but , so is not completely multiplicative. Orthogonality gives the complete sum: if is not principal, and if is principal, where is Euler's totient function. Thus for every nonprincipal . The Pólya–Vinogradov inequality improves this to for nonprincipal , with an absolute constant .
