Definition

Let GG be a topological group and let XX be a space with a continuous left action of GG. Let EG→BGEG \to BG be a universal principal GG-bundle: EGEG is a contractible space with a free right action of GG, and BG=EG/GBG = EG / G is the classifying space. The Borel construction (or homotopy quotient) is XG=EG×GX=(EG×X)/∼,(eg,x)∼(e,gx) for g∈G.X_G = EG \times_G X = (EG \times X) / \sim, \qquad (e g, x) \sim (e, g x) \text{ for } g \in G. For a commutative ring RR, the equivariant cohomology of XX is HG∗(X;R)=H∗(XG;R),H^\ast_G(X; R) = H^\ast(X_G; R), the singular cohomology of the Borel construction.

Remarks

Up to isomorphism, HG∗(X;R)H^\ast_G(X; R) does not depend on the choice of EGEG. The projection XG→BGX_G \to BG makes HG∗(X;R)H^\ast_G(X; R) an algebra over H∗(BG;R)=HG∗(pt;R)H^\ast(BG; R) = H^\ast_G(\mathrm{pt}; R).

Example: let G=S1G = S^1 act on a point. One can take EG=S∞EG = S^\infty, the unit sphere in ℂ∞\C^\infty, so XG=BS1=ℂP∞X_G = BS^1 = \C P^\infty and HS1∗(pt;ℤ)≅ℤ[u]H^\ast_{S^1}(\mathrm{pt}; \Z) \cong \Z[u] with uu of degree 22.

Non-example: the ordinary cohomology of the orbit space X/GX / G is not the equivariant cohomology in general. For S1S^1 acting on a point, X/GX / G is a point with cohomology ℤ\Z in degree 00 only, unlike ℤ[u]\Z[u]. If GG is a compact Lie group acting freely on XX, then the map XG→X/GX_G \to X/G is a fibration with contractible fibre EGEG, and HG∗(X;R)≅H∗(X/G;R)H^\ast_G(X; R) \cong H^\ast(X/G; R).
