Definition
Let be a finite field with elements. Let be multiplicative characters, that is, group homomorphisms, each extended to by the value at . The Jacobi sum of and is
Remarks
Some books set the trivial character equal to at ; this changes only when or is trivial. If , and are nontrivial, then , where is the Gauss sum with a fixed nontrivial additive character, and so .
Example: let and the Legendre symbol modulo . The terms with and vanish. For the products are , and . So ; here is trivial and the general rule gives .
Non-example: the sum is not a Jacobi sum, since the second argument is and not . By orthogonality it equals if is trivial and otherwise.
