Definition

Let 𝕂\mathbb{K} be ℝ\R or ℂ\C, and let (X,Y,⟨⋅,⋅⟩)(X, Y, \langle \cdot, \cdot \rangle) be a dual pair over 𝕂\mathbb{K}. Let 𝒦\mathcal{K} be the family of subsets K⊆YK \subseteq Y that are convex, balanced and compact for the weak topology σ(Y,X)\sigma(Y, X). For K∈𝒦K \in \mathcal{K}, put pK(x)=sup⁡y∈K∣⟨x,y⟩∣p_K(x) = \sup_{y \in K} \abs{\langle x, y \rangle} for x∈Xx \in X. The Mackey topology τ(X,Y)\tau(X, Y) is the topology generated by the seminorms pKp_K, K∈𝒦K \in \mathcal{K}.

Remarks

Each pKp_K is finite, because y↦⟨x,y⟩y \mapsto \langle x, y \rangle is σ(Y,X)\sigma(Y, X)-continuous and KK is σ(Y,X)\sigma(Y, X)-compact. For a locally convex space EE, the Mackey topology of EE is τ(E,E′)\tau(E, E'), and EE is called a Mackey space if its topology equals τ(E,E′)\tau(E, E'). Example: every metrizable locally convex space, in particular every normed space, is a Mackey space. Check for a Banach space EE: the closed unit ball KK of E′E' is convex, balanced and weak-* compact by the Banach–Alaoglu theorem, and pK(x)=∥x∥p_K(x) = \norm{x} by the Hahn–Banach theorem. So τ(E,E′)\tau(E, E') is at least as fine as the norm topology. Conversely, each weak-* compact K⊆E′K \subseteq E' is bounded at each point of EE, hence norm bounded by the uniform boundedness principle, say by rr. Then pK(x)≤r∥x∥p_K(x) \le r \norm{x}, so τ(E,E′)\tau(E, E') is no finer than the norm topology. Non-example: on an infinite-dimensional normed space EE, the weak topology σ(E,E′)\sigma(E, E') has the same continuous dual E′E' but is strictly coarser than τ(E,E′)\tau(E, E'), so it is not the Mackey topology.
