Definition

Let GG be a topological group and let p ⁣:E→Bp \colon E \to B be a principal GG-bundle. For a space XX, let Prin⁡G(X)\operatorname{Prin}_G(X) be the set of isomorphism classes of principal GG-bundles over XX. Let [X,B][X, B] be the set of homotopy classes of continuous maps X→BX \to B. The bundle pp is universal if, for every CW complex XX, the map [X,B]→Prin⁡G(X),[f]↦[f∗E],[X, B] \to \operatorname{Prin}_G(X), \quad [f] \mapsto [f^* E], is a bijection, where f∗Ef^* E is the pullback bundle.

Remarks

The map is well defined because pullbacks along homotopic maps are isomorphic over CW complexes. A universal bundle is written EG→BGEG \to BG, and BGBG is a classifying space of GG; it is unique up to homotopy equivalence. A principal GG-bundle over a CW complex whose total space is contractible is universal. Such bundles exist for every topological group GG, for instance by Milnor's join construction.

Example: ℤ/2ℤ\Z/2\Z acts freely on the infinite sphere S∞S^\infty by x↦−xx \mapsto -x, and S∞→ℝP∞S^\infty \to \R P^\infty is a principal ℤ/2ℤ\Z/2\Z-bundle. Since S∞S^\infty is contractible, this bundle is universal.

Non-example: the bundle S1→ℝP1S^1 \to \R P^1, x↦{x,−x}x \mapsto \set{x, -x}, is a principal ℤ/2ℤ\Z/2\Z-bundle but not universal. Take X=ℝP2X = \R P^2: there are two principal ℤ/2ℤ\Z/2\Z-bundles over ℝP2\R P^2, the trivial one and the double cover S2→ℝP2S^2 \to \R P^2. But every map ℝP2→ℝP1≅S1\R P^2 \to \R P^1 \cong S^1 is null-homotopic, because H1(ℝP2;ℤ)=0H^1(\R P^2; \Z) = 0, so [ℝP2,ℝP1][\R P^2, \R P^1] has only one element and the map is not a bijection.
