Definition

Let ℍ={τ∈ℂ:Im⁡τ>0}\mathbb{H} = \set{\tau \in \C : \operatorname{Im} \tau > 0} be the upper half-plane, on which SL2(ℤ)\mathrm{SL}_2(\Z) acts by (abcd)τ=aτ+bcτ+d\begin{pmatrix} a & b \\ c & d \end{pmatrix} \tau = \frac{a\tau + b}{c\tau + d}. Let Γ⊆SL2(ℤ)\Gamma \subseteq \mathrm{SL}_2(\Z) be a congruence subgroup, that is, a subgroup that contains Γ(N)={γ∈SL2(ℤ):γ≡I(modN)}\Gamma(N) = \set{\gamma \in \mathrm{SL}_2(\Z) : \gamma \equiv I \pmod N} for some N≥1N \ge 1. The open modular curve of Γ\Gamma is the quotient Y(Γ)=Γ\ℍY(\Gamma) = \Gamma \backslash \mathbb{H}. The modular curve of Γ\Gamma is X(Γ)=Γ\(ℍ∪ℙ1(ℚ)),X(\Gamma) = \Gamma \backslash \big( \mathbb{H} \cup \mathbb{P}^1(\Q) \big), where ℙ1(ℚ)=ℚ∪{∞}\mathbb{P}^1(\Q) = \Q \cup \set{\infty} is acted on by the same formula; the finitely many points of X(Γ)∖Y(Γ)X(\Gamma) \setminus Y(\Gamma) are the cusps.

Remarks

With the standard charts at elliptic points and at cusps, X(Γ)X(\Gamma) is a compact Riemann surface, hence a projective algebraic curve over ℂ\C. The standard families are X(N)=X(Γ(N))X(N) = X(\Gamma(N)), X0(N)X_0(N) for Γ0(N)={γ:c≡0(modN)}\Gamma_0(N) = \set{\gamma : c \equiv 0 \pmod N} and X1(N)X_1(N) for Γ1(N)={γ:c≡0, a≡d≡1(modN)}\Gamma_1(N) = \set{\gamma : c \equiv 0,\ a \equiv d \equiv 1 \pmod N}. The curves X0(N)X_0(N) and X1(N)X_1(N) have models over ℚ\Q. The open curve Y0(N)Y_0(N) parametrizes pairs (E,C)(E, C) of an elliptic curve over ℂ\C and a cyclic subgroup CC of order NN, up to isomorphism.

Example: for Γ=SL2(ℤ)\Gamma = \mathrm{SL}_2(\Z), the modular group up to sign, the jj-invariant identifies Y(1)Y(1) with ℂ\C and X(1)X(1) with ℙ1(ℂ)\mathbb{P}^1(\C), of genus 00. The curve X0(11)X_0(11) has genus 11 and is an elliptic curve over ℚ\Q.

Non-example: a subgroup of finite index in SL2(ℤ)\mathrm{SL}_2(\Z) that contains no Γ(N)\Gamma(N) is not a congruence subgroup. Its quotient is still a compact Riemann surface, but it is not a modular curve in the sense above.
