Counterexample

On [0,1][0, 1], let x∼yx \sim y mean that x−yx - y is a rational number. This is an equivalence relation. By the axiom of choice, there is a set V⊆[0,1]V \subseteq [0, 1] that contains exactly one element of each equivalence class. Such a set VV is called a Vitali set. No Vitali set is measurable for Lebesgue measure λ\lambda.

Remarks

Let q1,q2,…q_1, q_2, \ldots list the countable set ℚ∩[−1,1]\Q \cap [-1, 1], and put Vk=V+qk={v+qk:v∈V}V_k = V + q_k = \set{v + q_k : v \in V}. The sets VkV_k are pairwise disjoint: if v+qk=w+qjv + q_k = w + q_j with v,w∈Vv, w \in V, then v∼wv \sim w, so v=wv = w and qk=qjq_k = q_j. Every x∈[0,1]x \in [0, 1] is equivalent to some v∈Vv \in V, and then x−v∈ℚ∩[−1,1]x - v \in \Q \cap [-1, 1]; so [0,1]⊆⋃kVk⊆[−1,2][0, 1] \subseteq \bigcup_k V_k \subseteq [-1, 2]. If VV were measurable, each VkV_k would be measurable with λ(Vk)=λ(V)\lambda(V_k) = \lambda(V), by translation invariance. Countable additivity would give 1≤∑kλ(V)≤31 \le \sum_{k} \lambda(V) \le 3. This is impossible: the sum is 00 if λ(V)=0\lambda(V) = 0 and ∞\infty otherwise. The same argument shows that there is no translation-invariant, countably additive measure on all subsets of ℝ\R that gives [0,1][0, 1] a finite positive value. Some form of choice is needed. Solovay showed that, if an inaccessible cardinal is consistent with ZFC, then so is ZF with dependent choice and all sets of reals Lebesgue measurable.
