Definition

Let XX be a topological space, let f ⁣:X→[−∞,∞]f \colon X \to [-\infty, \infty] be a function to the extended real line, and let x0∈Xx_0 \in X.

  1. The function ff is upper semicontinuous at x0x_0 if for each real y>f(x0)y > f(x_0) there is a neighbourhood UU of x0x_0 with f(x)<yf(x) < y for all x∈Ux \in U.
  2. The function ff is lower semicontinuous at x0x_0 if for each real y<f(x0)y < f(x_0) there is a neighbourhood UU of x0x_0 with f(x)>yf(x) > y for all x∈Ux \in U.
  3. The function ff is upper (or lower) semicontinuous if it is upper (or lower) semicontinuous at each point of XX.

Remarks

For X⊆ℝX \subseteq \R, upper semicontinuity at x0x_0 means lim sup⁡x→x0f(x)≤f(x0)\limsup_{x \to x_0} f(x) \le f(x_0), and lower semicontinuity means lim inf⁡x→x0f(x)≥f(x0)\liminf_{x \to x_0} f(x) \ge f(x_0). The function ff is upper semicontinuous if and only if the set {x∈X:f(x)<y}\set{x \in X : f(x) < y} is open for each real yy. It is lower semicontinuous if and only if {x∈X:f(x)>y}\set{x \in X : f(x) > y} is open for each real yy. The function ff is upper semicontinuous if and only if −f-f is lower semicontinuous. A real function is continuous at x0x_0 if and only if it is both upper and lower semicontinuous at x0x_0.

Example: the indicator function f=𝟏[0,1]f = \mathbf 1_{[0, 1]} on ℝ\R is upper semicontinuous. The set {f<y}\set{f < y} is empty for y≤0y \le 0, is ℝ∖[0,1]\R \setminus [0, 1] for 0<y≤10 < y \le 1, and is ℝ\R for y>1y > 1, and each of these is open.

Non-example: the same function is not lower semicontinuous at 00. Take y=1/2<1=f(0)y = 1/2 < 1 = f(0); each neighbourhood of 00 contains a point x<0x < 0 with f(x)=0<yf(x) = 0 < y.
