Statement
Let be a closed set, and let be the Riemann sphere. The following are equivalent.
- Let be any function that is continuous on and holomorphic on the interior of , and let be arbitrary. Then there is an entire function with for all .
- The set is connected and locally connected.
Remarks
For compact , the set is an open subset of the sphere, so it is automatically locally connected, and connectedness of is the same as connectedness of . So for compact the theorem reduces to Mergelyan's theorem, since entire functions can be approximated by polynomials on compact sets. The new condition for unbounded is local connectedness of at the point .
Example: let . Then is the union of the two open half-planes and the point , which is connected and locally connected. So every continuous function on is a uniform limit on all of of entire functions, a result first proved by Carleman.
Arakelyan also proved a version on an arbitrary open set in place of , with closed in . There the approximants are holomorphic on , and the one-point compactification of replaces .

For a student
The theorem is the final answer to uniform holomorphic approximation on closed subsets of the plane. It is used to construct entire functions with prescribed behaviour along unbounded sets, for example functions that tend to along every ray but are not identically . Its proof combines Mergelyan-type estimates with a careful exhaustion of by compact pieces, where local connectedness at controls how the pieces fit together.
